What happened

The ruling
The Landlord's pattern of trying to gain access to the rental unit on several occasions between February and August 2020 constituted harassment and substantially interfered with the Tenant's reasonable enjoyment of the rental unit. The Landlord is ordered to pay the Tenant $1,053, including $1,000 for a rent abatement and $53 for the cost of filing the application.
