What happened
Tenant applied for an order determining that the Landlords' superintendent or agent, ND, harassed, obstructed, coerced, threatened or interfered with the Tenant and substantially interfered with the reasonable enjoyment of the rental unit or residential complex by the Tenant or by a member of the Tenant's household.
The ruling
The Landlords failed to take reasonable and effective steps to address the issues caused by the basement tenant, AD, which substantially interfered with the Tenant's reasonable enjoyment of the rental unit. The Tenant is entitled to an abatement of 10% of the rent for the period of interference, as well as reimbursement for the Tenant's increased rent and moving expenses.
