The ruling

The landlord is ordered to pay the tenant $614.40 for interest owed on the rent deposit, $4,430 as a rent abatement, $1,800 for the rent differential, and $10,000 for the value of the tenant's retained belongings. The landlord must also pay a $2,000 administrative fine to the LTB.
