What happened

Tenants applied for an order determining that the Landlord failed to meet maintenance obligations, harassed, obstructed, coerced, threatened or interfered with them, entered the rental unit illegally, altered the locking system, substantially interfered with their reasonable enjoyment, and withheld or interfered with the reasonable supply of vital services.

The ruling

The Landlord breached the Act by failing to provide a safe water supply and illegally locking out the Tenants. The Tenants are entitled to rent abatement, damages, and an administrative fine.
