What happened
The Tenants, Arne Ketola and Jarl Ketola, applied for an order determining that the Landlord, Catherine Spooner, harassed, obstructed, coerced, threatened or interfered with them; entered the rental unit illegally; altered the locking system on a door giving entry to the rental unit or residential complex without giving them replacement keys; and substantially interfered with the reasonable enjoyment of the rental unit or residential complex by the Tenants or by a member of their household.
The ruling
The Tenants have proven, in part, allegations of harassment, illegal entry, substantial interference with reasonable enjoyment, and illegal lockout. The Landlord shall pay the Tenants a rent abatement of $1,800.00 and the cost of filing the application, $48.00, for a total of $1,848.00 by March 31, 2022. If the Landlord does not pay the full amount by the due date, the Tenants will be owed simple interest at 2.00% annually on the outstanding balance.
