The ruling
The Landlord substantially interfered with the Tenant's reasonable enjoyment of the rental unit, harassed and threatened the Tenant. The Landlord shall pay the Tenant $1,750 in rent abatement, return the $1,750 rent deposit, and reimburse the $48 application fee.
