The Tenant was away in Florida and the Landlord allowed other occupants to stay in the Tenant's rental unit permanently, effectively locking the Tenant out.

The ruling

Landlord must pay Tenant $7,350.41 for illegally locking Tenant out and substantially interfering with Tenant's reasonable enjoyment. Tenant did not prove remaining allegations. Landlord's actions were a serious violation of the Act.
