What happened

The Tenants applied for an order determining that the Landlord collected or retained money illegally. The Tenants paid a $2,100.00 rent deposit for a unit that was undergoing renovations. However, the Landlord failed to complete renovations and could not provide vacant possession by the agreed start date. The Landlord then refused to return the deposit, claiming it was being held for damages allegedly caused by two of the Tenants to a different rental property.
