What happened

The Tenant applied for a refund of money she alleged was illegally collected or retained by the Landlord. The Tenant had paid a last month's rent deposit, a utility deposit, and a key deposit at the start of the tenancy. After vacating the unit and a new tenant moving in immediately, the Landlord failed to return these deposits despite several requests and text message confirmations.
