What happened

The Tenants filed an application alleging the Landlord entered the unit illegally, interfered with their reasonable enjoyment, and harassed them. A previous order found in favor of the Tenants. The Landlord requested a review of that order, claiming a serious error in the harassment finding and alleging the hearing process was unfair because the initial application was confusing. The Board reviewed the request and determined that the hearing member's findings were rational, based on evidence of persistent demands to vacate via text and email, and that the Landlord was adequately able to participate in the hearing.

The ruling

The Landlord's request to review the order dated September 23, 2025, is denied. The original order, which found the Landlord liable for harassment and illegal entry, is confirmed and remains unchanged. The Board found no evidence of a serious error or procedural unfairness that would justify a new hearing.
